II The Traffic Commissioners met privately last week to discuss Industry responses to their consultative document on the role of transport managers. It is understood that they will publish their conclusions in a few weeks' time.

The TCs have already made It clear that they believe it is essential that haulage companies have a full-time manager who has a certificate of professional competence {CPC), but ninny hauliers still use part-time transport managers. The TCs' consultative document asked for submissions on the subject so that the Commissioners could formalise their own position after considering the views of the industry.

Although transport lawyers largely support the TCs' position, one transport consultancy, Trans-Consult, says it will continue Its efforts for a judicial review of the Commissioners interpretation of the law. Trans-Consult supplies transport managers to many hauliers and it plans to sue the Department for Transport for the income lost as the result of TCs' rulings against hauliers using its services (CM14-30 April).
