Which of the following most accurately describes the problem?

A YUGOSLAV incentive scheme has been devised to encourage road hauliers destined for the Middle East to travel via the Koper ferry in northern Yugoslavia.

Under the scheme, a United Kingdom haulier providing proof of having made a return Koper ferry journey will be issued with three additional transit permits by the International Road Freight Office, for each return journey made.

Additional permits up to a maximum of 500 will be allowed for 1982 to each haulier. Ferry journeys completed in December this year will qualify for permits in 1983.

Details from the International Road Freight Office, Westgate House, Westgate Road, Newcastle-upon-Tyne, NE1 5XR.
