Limited Tours Grant for Birmingham Go-op

‘V ITH the exception of six tours, the West Midland Traffic Commissioners, in a reserved decision, have granted an application by the Birmingham Co-operative Society to operate a group of 131 excursions and tours from the Nechells area of the city.

Reviewing the history of the case, the Commissioners said that in December, 1959, during the hearing of a renewal application of their excursion and tours licence, it transpired that the licence had not been used in 1959 and was unlikely to be used during the next few years, as the catchment area was in a redevelopment part of the city and had been de-populated pending redevelopment. In the circumstances, the Commissioners had refused the renewal.

The present application was for a similar licence to that which was discontinued and it was opposed by 15 ' operators. (The Commercial Motor, January 31, March 6 and May 15.)

"There are many 'ifs and buts' about this application ", the Commissioners said in their decision. "If there had been no background history to this application the Commissioners would have exercised their discretion against the applicants and refused the application." But, the decision went on, having regard to the history, including the fact that the licence was not surrendered but taken from them, the Commissioners were of the opinion that a limited grant should be made. They granted a licence for all tours except six with a vehicle allowance of two per day and one per tour—the tours only to be operated during the industrial holiday month.
