Which of the following most accurately describes the problem?

A lorry driver pleaded at Aberdare Police Court, when convicted of exceeding the speed limit with a heavy vehicle, for an increase of the fine imposed, in order that the suspension of his licence for two years, as ,at first ordered, might be averted.

Defendant, who hailed from Liverpool, was fined 210 and his licence suspended for two years. The magistrates said that he had been fined several times for exceeding the speed limit and apparently he ignored the Road Traffic Act.

Defendant pleaded that he would lose his employment. He had recently been married. Could not the bench increase the fine and not suspend the licence?

The magistrates, after consultation, altered the penalty to a 212 fine, without suspension of the licence.
