BUILTH WELLS-BASED owner-driver Andrew Morris escaped with a formal warning when he appeared before the Welsh 'traffic Commissioner David Dixon at a Cardiff disciplinary inquiry.
Vehicle examiner Philip Anderson said that during a maintenance investigation in September, he had issued an immediate S-marked prohibition for a tyre devoid of treacl.The tyre was smooth and had clearly been like that for weeks, not days.
The stated period between inspections was 12 weeks but there were gaps of up to seven months in the trailer inspection records. There was also a poor initial pass rate at annual test.
Morris told the TC that he had no maintenance facilities of his own and admitted there had been problems. He said he had disposed of the artic and had downgraded to a six-wheeled 21-tonne rigid vehicle, but had kept his treasured number plate. He had reduced the period between safety inspections from 12 to eight weeks.
In issuing Morris with a formal warning, the TC pointed out that it would stay on his record. He said that although this was the first time Morris had been called to public inquiry, he had to take steps to see that he complied with the undertaking to keep his vehicles in a fit and serviceable condition.
Finally. the TC said he would be asking Vosa to undertake a further maintenance investigation in due course.
