the lowest-paid hardest will be the amount of the revenue it brings in that is reinvested in public transport. This in turn depends upon whether pricing is cost-neutral to the user or more expensive if they do not alter their distances and timings. Those who travel less will pay less, as they do now with fuel duty. But it no more money is raised from the scheme, it is hard to see hew more could be reinvested without a significant change in government priorities.
