Which of the following most accurately describes the problem?

PICKETS will not have the right to stop lorry drivers crossing their lines, according to Attorney General Sir Michael Havers.

He was asked in the Commons earlier this week by John Evans (Labour, Newton) if the Government intended to introduce a new clause to the Employment Bill to allow pickets to stop lorry drivers. This was because the Bill contained persuasion rights for primary pickets. Sir Michael told him it had been decided that there should be no authority to stop drivers, and pointed out a clause giving pickets the right to halt a lorry driver could make him liable for a criminal offence if he failed to stop.
