Which of the following most accurately describes the problem?

• On Wednesday the Transport Tribunal amended a decision by the South Wales Licensing Authority to suspend the three vehicles of John Stanton (Swansea) Ltd.

For the appellant, Mr. R. M. Yorke said that last November all three vehicles received GV9s and at the ensuing public inquiry the LA was told that a system of preventive maintenance, hitherto lacking, had been introduced and a transport manager appointed; the worst vehicle had since been replaced. But the LA had not been satisfied, said Mr. Yorke, and had imposed a penalty which would affect all those working for the company. The main customer, Marks and Spencer, had deadlines which if nol met would mean moving production from the Swansea factory.

The tribunal did not consider the LA': 18-vehicle month penalty excessive bui imposed it differently by curtailing the licence to the extent of removing twc vehicles for nine months each.
