Which of the following most accurately describes the problem?

MUCH-BETTER off-street parking facilities for buses and coaches are needed in central London, Metropolitan Police Commioner Sir Kenneth Newman has urged.

In his latest report, Sir Kenneth said that the problems with tourist coaches had not diminished and had led to continued difficulties at popular tourist spots, notably around Buckingham Palace.

Firm police action had also been needed to maintain traffic flow to cope with the increase in the number of coaches being used on circular and sightseeing tours.

Problems had also been caused because of the increasing concentration of commuter coaches around Victoria.

Attempts to regulate departures by talking to operators had had sonic success, but proposals for extra services would inevitably make the situation worse.

It was clear that severe congestion and environmental damage could result from these varied services. "There can be no denying that these multifarious bus and coach operations in central London demand much better off-street parking facilities than the woefully inadequate provision presently available."
