Which of the following most accurately describes the problem?

, Pfor holding a series of goodstransport operators' meetings in various towns in Yorkshire, under the auspices of the Road Haulage Association, were discussed at a meeting of the Yorkshire Regional Area Committee of the R.H.A., in Leeds, last week.

Among the subjects which it is proposed to discuss at the meetings is that part of the Road and Rail Traffic Act which permits the railway companies to establish agreed rates for the transport, of the goods of particular firms— in other words, to give preferential rates to certain of their customers. It will be emphasized that road hauliers must be on their guard against these provisions being exploited for the purpose of unfair rate-cutting by the railways, and that opposition should be put forward to such tactics.

It was reported 'to the committee that the scheme for the legal assistance of members in connection with licence applications was working well, and that arrangements had been made for the provision of legal aid for members who might be involved in police-court proceedings.'

The latter arrangements, it was pointed out, were particularly important in view of the prejudicial effect of convictions on future applications for the renewal of licences. With regard to haulage rates and the question of wages, it was reported that a move to deal with these matters had already been made in the Leeds subarea, where a special committee had been set up.

The Yorkshire area office of the R.H.A., opened not long ago at 12,

East Parade, Leeds, had, it was reported, already proved its usefulness, Mr. M. C. Vickers, the area secretary, having been able to give assistance and advice in many cases.

The Yorkshire Regional Area Committee, of which Mr. A. H. Butterwick, of Leeds, is chairman, is now comprised of the following representatives:— Messrs. Midgley (Leeds), Blackford (Leeds), Butterwick (Leeds), E. J. Shaw (Rotherham), G. Phillips (Sheffield), F. Crowther (Wakefield), A. C. Bell (Searner, near Scarborough), Wilkinson (Malton), T. Spencer (Hull), F. Cook (Hull), Captain Dawson (Hun), Newham Dawson ,(Scarborough), Newton (York), Scott (Hebden Bridge), Hoyle (Halifax), G. Oldroyd (Dewsbury) and C. Braisby (Huddersfield)
