THE FREIGHT Transport Association has urged the industry to be cautious about the concessions won by TNT and the Express Carriers Group from Westminster and Camden Councils over parking fines (CM22 July). Sarah Watkins. London policy manager for the PTA, says: "Training videos showing traffic wardens and drivers how to comply with parking laws are welcomed, but there has been a breakdown in trust between the industry and the councils over the issue of increased fines."

Watkins, who met with Westminster Council last week, fears that talk of videos, extended delivery times, high-visibility jackets and a review of the appeals process could be viewed as a quick fix.

"We need to come up with longer term plans for loading and unloading. We will begin making inroads by lobbying the Department for Transport about the 20 minutes unloading rule," she says.

At her meeting with Westminster Watkins also raised the issue of creating a pilot scheme to facilitate the loading and unloading of vehicles in London.
