Which of the following most accurately describes the problem?

A TRAVELLER whose vehicle was involved in a fatal accident has had his licence suspended until the unit passes its annual test first time.

However, a Leeds disciplinary inquiry before North Eastern Traffic Commissioner Tom Macartney heard that the accident was not the fault of its owner, Gerald Hill, trading as Green Skips of Shipley. Neither did its defects contribute to the accident.

Vehicle examiner Geoffery Hales said he had imposed an immediate prohibition on Hill's vehicle after the accident in which a worker was knocked down and killed at a waste transfer station. The defects, which included a leaking brake chamber and suspension faults. had not contributed to the accident.

Hill told him that he had destroyed his maintenance records in a fit of anger when the police impounded his vehicle. Hill said he had been driving the vehicle when the fatal accident occurred but a coroner's court had decided that he was not to blame. Maintaining that his vehicle was always top class, Hill said: "The vehicle will not be used again. It will be burnt. That's the way we do thinas when someone is killed." He added that he had another vehicle that was to be tested that day.
