Which of the following most accurately describes the problem?

VOSA HAS launched its operator self-service scheme, which is designed to ease the paperwork burden for transport companies.

Last week's launch of the £1.5m system followed a protracted development phase which took far longer than originally anticipated — its introduction was originally scheduled for July 2001.

Now, however, the government agency claims operators will be able to move vehicles on and off their 0-licences, as well as moving them between licences held in different Traffic Areas, at the click of a computer mouse.

0-licence discs will be sent out through the post within seven days of the changes being made on-line, with no need for the operator to submit any paperwork.
