Which of the following most accurately describes the problem?

AHAULAGE contractor serving several named companies with a Contract A licence thought he was entitled to carry for any company within the organization.

This was said by Mr. T. D. Corpe, appearing at Bristol this week for V. E. Russell Ltd., of Stroud, who applied for six B licences in place of seven on Contract A.

Mr. Corpe told the Western Licensing Authority, Mr. J. R. C. Samuel-Gibbon: "This has been going on for many years, I am sorry to say. It is, of course, illegal and I think you will be satisfied that it is due to Mr. Russell's ignorance rather than a deliberate attempt to defy the law."

Mr. Russell had also for many years been bringing back raw wool from Yorkshire. This he was also not entitled to do within the terms of his licence. He regretted the illegal hauling.

The LA ordered that Mr. Russell would lose two Contract A licences for the month of August As the statement of accounts had not been properly certified, he postponed granting the B licences until they were. This grant would carry the conditions to haul textiles (exclusive of wool tops, nails and shoddy) from Yorkshire, for the customers named as required.
