Which of the following most accurately describes the problem?

APROPOSAL to set up an informal working group to study the technical and operating development necessary to accelerate the progress of introducing oneman buses has been made by Mrs. Barbara Castle in a letter circulated to interested parties. The letter seeks the agreement of these parties, in principle, to attending a meeting early next month to discuss details of how the working party would function.

Organizations to whom the letter has been sent include the Public Transport Association, Municipal Passenger Transport Association, Passenger Vehicle Operators' Association, Scottish Road Passenger Transport Association, Transport and General Workers' Union, National Union of General and Municipal Workers and the Society of Motor Manufacturers and Traders.

The group, if established, would include MoT officials concerned with the safety standards of buses and statutory requirements involved.
