'['HE White Paper's proposals for examining carriers' licensing were welcomed by the RHA; the Association would make a practical contribution to this, but felt that the Paper as a whole offered less prospect of rational progress than the valuable road/rail cooperation which the RHA had sought to pursue.
There was much of value in the document but it was the merest outline of policy and much depended on discussions between the Minister and parties concerned.
The TRTA welcomed the Government's promise of full consultation and also the tighter enforcement of maintenance and driving hours regulations, as this would squeeze out the unscrupulous operator. But it was disappointed at the extent of recent road expenditure cuts in view of the statement that "good roads are vital to the efficient working of industry".
The Association would study closely the services to be provided by the National Freight Authority but said that the decision whether or not to use the NFA must rest with trade and industry itself. Any attempt to direct traffic by licensing or fiscal means would be disastrous for the economy.
