Which of the following most accurately describes the problem?

MORE public ownership in the bus passenger industry and subsidies for "socially essential" services are advocated by the Transport and General Workers' Union in a lengthy document, approved by Frank Cousins, which will be submitted to the union's executive in September.

Other recommendations include a dual system of national and regional control for the integration and co-ordination of public transport; union participation on the boards established for the takeover; an insistence that bus operation be given priority over unrestricted private transport, and also exempted from fuel duty; more efficient use of manpower, through productivity schemes justifying higher earnings; and an extension of vehicle building by bus undertakings in competition with private enterprise.

The document has been drawn up by Alan Thomson, national secretary of the bus passenger group, and Larry Smith, the section's national officer, and it will be interesting to see how far its proposals coincide with the Government's White Paper on Transport.
