Which of the following most accurately describes the problem?

AIR FREIGHT hauliers have welcomed the government's plans for a third runway at Heathrow The proposed runway, which could be built by 2020, would increase air traffic from 480.000 to 600.000 flights a year.

Piers Carroll, the vice-chairman of Colnbrook, Slough-based Saints Transport, thinks the i9bn project will create jobs, boost the economy and enable Heathrow to rival other major world airports.

However, he adds: -`11e road network and rail links will need to be in place to support the expansion."

Steve Bowles, director at Roy Bowles Transport, also based in Colnbrook, says: "I would also urge the expansion of other South-East regional airports to help Heathrow and the UK achieve its goals."

The Freight Transport Association (FTA) has called on the Conservatives to ditch their opposition to the extra runway. Christopher Snelling, head of global supply chain policy at the FTA, says: "As planning permission is unlikely until after the next general election, the decision is not yet certain."

Jack Semple, head of policy at the Road Haulage Association, says: "We are disappointed that the government hasn't had stronger support from the broader business community."
