Unsafe chemicals cost consignor dearly. David Harris reports.

A MANCHESTER chemical company has been fined £5,000 for failing to classify a dangerous substance being transported.

The Health and Safety Executive was called in after boxes of pigment produced by European Colour (Pigments) had started to heat up while a trailer was parked up at a Stockport industrial estate. Smoke was seen coming from the trailer, operated by a subcontractor, and the emergency services were called.

Stockport magistrates fined the company £5,000 with -1,500costs when it pleaded guilty to breaching the Carriage of Dangerous Goods regulations.

The firm's supply chain director, Neil McKinlay, told the court that it had since tightened up its procedures to ensure that all dangerous substances were appropriately classified.

HSE inspector Kevin O'Donnell says: "The pigment being stored, Eljon Yellow XFW, is thermally unstable and prone to self-heating due to a reaction of its constituents. In combustion it emits fumes of carbon monoxide. carbon dioxide, oxides of nitrogen, hydrogen chloride and phosgene which can cause serious injury if inhaled."
