Which of the following most accurately describes the problem?

AN increase of 44,000 in goods vehicles on British roads between 1963 and 1964 has taken the total beyond the one and a half million mark; the total now stands at 1,520,000. Of these, 1,163,000 do not exceed three tons unladen.

These figures are given in a provisional account of the 1964 census of motor vehicles by the Ministry of Transport.

This also shows that the number of p.s.v. increased from 96,000 to 97,000, but the rise of 923,000 (8 per cent) in the total vehicle population, to a figure of nearly 124m., was by far the biggest annual increase so far recorded in these censuses. The biggest constituent in this increase was an 827,000 growth in private cars to a total of 8fm.
