Which of the following most accurately describes the problem?

SINCE the appointment of Mr. R. Donaldson as full-time representative and secretary of the Northern

Scottish Area of the Road Haulage Association, 21 new members have been recruited in a membership drive.

Mr. Donaldson, who was for many years with Messrs. Wordie and Co., Aberdeen, and latterly with British Road Services, succeeded Mr. J. Scott MaclachIan, part-time secretary for 14 years, who relinquished his appointment on December 31.

The full-time appointment was made at the instigation of the Area committee, who felt that it was required to fulfil their aim of increasing the membership and giving an adequate licensing service. Two of the members, Mr. G. T. 'Fraser and Mr. A_ M. Barrack, visited Mr. L. J. Stokoe, Scottish Area secretary in. Glasgow and enlisted his support, pointing out that of 636 licensed hauliers in the Area, only 137 belonged to the Association.

Mr. Donaldson commenced his duties in September and the membership drive has included Press publicity and open meetings at Fraserburgh and Buckle.

Mr. George T. Fraser, vice-chairman, has made a special study of licensing, and, following his many appearances in the traffic courts in the Scottish Area, is well qualified to advise members on their problems.
