Which of the following most accurately describes the problem?

WHEN Robinsons Transport (Carlisle), Ltd., applied to Mr. J. A. T. Hanlon, Northern Licensing Authority, last week, to transfer a low-loading tractor-trailer outfit under special-A licence to their ordinary A licence, they undertook to use only one trailer at any one time. This satisfied two of the three objectors, Siddle C. Cook, Ltd., and Messrs. Seater Bros., and they withdrew. The third objectors were Robert Liddle, Ltd., for whom Mr. G. N. Worthington said that his clients had done practically no lowloader work, except for their own plant,

since the applicants had" come on the scene."

Mr. C. P. Davidson, plant and transport manager of John Laing and Son, Ltd., said that Liddle were employed before 1959, but the transport of excavators was transferred to the applicants because it was found to he more economic. Robinsons also sought to place two tippers, currently under contract-A licence to Messrs. Harrisons Limeworks, Floseo, under ordinary A licence. The hearing of this application was adjourned.
