Which of the following most accurately describes the problem?

LATENESS and absenteeism of 1—i workers of Darlington Transport Department are no worse than in other parts of the country. This statement has been made by the corporation transport sub-committee and representatives of the Transport and General Workers' Union in rebuttal of comments made by Aid. M. Lyonette, chairman of the transport committee, regarding the difficulty of disciplining employees who were late for work (The Commercial Motor, January 15).

It was stated that it was -appreciated that employees had worked long spreadovers during the past few years because of staff shortage, and It was not surprising that there was some lateness for work when staff were continually engaged for long hours. Disciplinary machinery for .dealing with persistent lateness had been employed to the fullest extent.
