1967 is the year when a cohesive plan for transport in this country emerged. There is no one event—even in a year which included proposals for a complete reform of carriers' licensing, big new advances on the roads programme and a major Road Safety Act— which stands alone. What stands out is that for the first time, in my new Transport Bill, we are tackling transport, road and rail passenger and freight, as a whole. Next year the Bill will be going through Parliament so that 1968 promises to be even more exciting than 1967.
