Which of the following most accurately describes the problem?

Brewing in S.A.

nISSATISFACTION is felt by the La/ Motor Transport Association of South Africa over the powers of the National Transport Commission and the influence of the railways upon the Commission. Emergency meetings have recently been held by the Association to discuss its " strong dissatisfaction with the action of the transport boards, which, in accordance with the Motor Carrier Transport Act, are the sole issuers of licences to transport owners to operate outside their own localities.

At a recent emergency meeting in Johannesburg, strong support was given to a suggestion that the Association should boycott the boards, but the suggestion has not yet been adopted officially.

The Association says in a statement: The Motor Transport Association is

seriously perturbed at the .growing spirit of rebellion being engendered by the attitude and actions of the controlling powers of transport. Allegations of individual persecution on the part of the transportation inspectors, undue interference by railway officials with members' operations, and almost dictatorial powers being assumed by the transport boards, have been endured for so long that the executive council of the Association is having trouble in keeping some members from acting in a spirit of open revolt.

"The policy of the railways seems to be deliberately to strangle road transport, if possible, and they will go to any lengths to do this."

The Road Haulage :Association in this country may be faced with a similar situation, over the revocation of permits.
