Which of the following most accurately describes the problem?

• Hauliers could be banned from using_ roads in Leamington Spa it proposals by Warwickshire County Council go ahead. The recommendations include weight restrictions, traffic bans, pedestrianisation and traffic-calming. The measures will be consulted on for six weeks before a decision on 1 7 October.

The scale of an LGV ban or weight restrictions have not been decided but they have the backing of residents' associations and some district councillors.

Council officials in charge of the project are not keen on a complete LGV ban. Project manager Sue Ashley says: 'We don't think a ban is a viable option because of the problems it creates for hauliers with deliveries, but the residents groups are powerful lobbyists,"
