Which of the following most accurately describes the problem?

• Details of future plans—mainly concerned with vehicle ferry services to the Isles—were announced by the Scottish Transport Group at a Press conference in Edinburgh on Wednesday. Although the Group is now six months' old, its full control of shipping has only been effective for six weeks, since the financial arrangements concerned with taking over the private interest of Coast Lines (David MacBrayne Ltd.) were completed.

Rapid expansion of the vehicle ferry system, designed wherever possible to provide for the maximum weight allowed on British roads is the Group's policy and this principle will be applied to all major crossings. The main ferry routes which will require larger ferries are now being decided upon.

While the Scottish Bus Group was taken over by the STG as a going 'concern, the shipping companies are in effect under new management. The Group operates as a "holding company" which will handle finance and matters of common policy of all units which will retain their identity and tradition.
