Which of the following most accurately describes the problem?

• From next October 1 it will not be possible to obtain an MoT test certificate for a vehicle required by law to be fitted with seat belts unless the belts have actually been fitted. Such vehicles, with certain exceptions, are goods vehicles not exceeding 30cwt unladen registered on or after April 1 1967 (if constructed on or after September 1 1966) and private cars registered on or after January 1 1965 (if constructed on or after June 30 1964).

Authorized examiners will be required to carry out a simple check to see that seat belts have been fitted and where they have not they will not be able to issue a test certificate.

Where a test certificate is refused because a vehicle is not equipped with belts, a further fee of 25s will normally be charged for a re-test after the belts have been fitted. If, however, the driver arranges for the belts to be fitted by the examiner at the test station where the test was carried out and leaves his vehicle there for this to be done, the further fee for a certificate to be issued will be 1s 3d.
