• The Ministry of Transport announces changes as from October 1 in its arrangements for issuing German road haulage permits to British operators wishing to make journeys to or through the Federal Republic of Germany, carrying goods for hire or reward.
Under the Anglo-German road haulage arrangement of 1967, 43 British goods vehicles were allowed to be in Germany on any one day. This has meant that permits had had to be issued with very restricted validity periods, resulting in difficulties for operators whose vehicles were unavoidably delayed en route and were consequently unable to clear the German border before the permit expired.
Following recent negotiations it has now been agreed that the system should be changed so as to allow 2,800 return journeys to be made each year irrespective of the number of British vehicles which may, as a result, be in Germany at any particular time. The same arrangements will apply reciprocally to German goods vehicles entering Great Britain on international journeys.
The new system does not represent any increase in the quota. Every opportunity, says the MoT, will be taken to secure a more liberal arrangement but meantime the new procedure should allow a little more flexibility.
From October 1 each permit issued will be valid for one return journey to Germany or one transit journey (outward and return). Each permit will he valid for one month commencing with the date of entry into the Federal Republic on the outward leg of the journey.
A separate application should be made for each return journey.
Applications will be dealt with on a monthly basis and the normal closing date for receipt of application for any month will be the 14th of the proceeding month. Any applications received more than two months in advance will be returned to the applicant for re-submission closer to the required date.
