Which of the following most accurately describes the problem?

DDLE EAST operators king up return loads in rkey are now faced with ays of up to ten days.

The Turks have just brought a new return loads permit item. It is thought to have m put into effect following -ow over increased transit :es which Turkey tried to pose last month. 3ome operators think the w system is the direct result the failure to increase taxes. Turkey has always had ;ulations that allowed it to pose return load permits if load was being picked up Turkey. But until now they ye been waived as a ncession.

Under the new rules a return id must be picked up before e driver gets documentation prove that the load is "free board." He must then go to e Turkish Ministry of ansport and apply for his Dne operator has reported lays of up to ten days in tting the permits. "We have A had two vehicles sitting ere for eight days and ten ys respectively," he said.

He also asked not to be med for fear of reprisals by e Turks against his company the Middle Last.

A Department of Transport Dkesman told CM that he imed drivers picking up ads without prior -angement for the trouble. 'We are trying to sort the uation out with the Turks in ;pect of genuine return ids but our advice to others king up loads on the way ck is don't," he said.

"We have no bilateral reement with Turkey and have no permits to issue — these are what is needed en they will have to come )m the Turks, not us," said e spokesman.

"The trouble is with drivers insiting Turkey who are :!.king up return loads as they go — but we are trying to sort things out."

Advice from the DTp if there is trouble was to go to the British Embassy in Ankara and they will try to sort it out. But operators are reporting that Embassy help has so far been limited. "They didn't seem to be able to do anything at all," said one operator.

He also said that the only solution to the problem seemed to be to try and apply early for the permits in the hope that they might be available for collection when the driver reaches Turkey.
