MR. JOHN BULLOCK, chief public relations officer of the Rootes Group, leaves on Monday to join the board of SidneyBarton, Ltd,, public relations consultants. MR. W. Et.sey, advertising and salespromotion manager, has been appointed advertising and public relations manager of all Rootes' companies. MR, JOHN WILCOX, chief Press officer, has been appointed public relations officer and his former position has been taken by MR. LIAM HUNTER, overseas Press officer, who continues overseas Press liaison. MR. K. M. EATON, general supply manager of Vauxhall Motors, Ltd., has been elected a director.
MR. W. R. BLAND, Midlands divisional manager of Shell-Mex and B.P., Ltd., will retire on May 31. He will be succeeded by MR. R. STARtING, divisional operations manager.

ALD. DR. E. H. S. SCARR, chairman of Rochdale Transport Committee, has indicated that he will not stand for re-election because of health reasons. He has been connected with the committee since 1928.
MR. C. E. CLUBB, technical assistant to the chief engineer of the Devon General Omnibus and Touring Co., Ltd., has been appointed to succeed MR. H. J. LYNHAM as technical assistant engineer of the Northern General Transport Co., Ltd., on May 1.
