Which of the following most accurately describes the problem?

THE British Road Federation's scheme for a 25-mile ring road for London, to be built almost entirely above or alongside existing railways, should appeal to the imaginative Mr. Ernest Marples. It is to be hoped that he will bring pressure to bear on London County Council to adopt this plan in preference to their own emaciated schemes and will make a substantial grant towards the cost.

Roads over railways, particularly in London, were advocated by The Commercial Motor as long ago as 1929. Now, 31 years later, the idea is being used for a motorway in the Birmingham area. It has everything in its favour for adoption in the capital and funds must be found to put it into effect. The railways themselves would not be the least to benefit by it.
