Which of the following most accurately describes the problem?

THE HIGHWAYS AGENCY has dismissed local newspaper reports that the muchdelayed scheme to improve the A500 through Stoke-onTrent is to be postponed by another four weeks.

The scheme was originally due to be finished in spring this year, but a series of delays have put the opening back to the end of September.

However, one of Stokes local papers ran a story warning that further delays caused by the construction of link roads and roundabouts meant that another month of work would be needed to complete the scheme.

A spokeswoman for the Highways Agency confirms that further work will be carried out in October after the main road is open to traffic, but says that this had always been the intention.

She adds: "It's just not right to say that this is a delay. It would have been impossible for us to do this work before the main road opens, so this was always the plan."
