Which of the following most accurately describes the problem?

• At a public sitting in Leeds on Tuesday, Mr R. S Thornton, the chairman of the Yorkshire Traffic Commissioners. announced that the Commissioners would reserve their decision on an application by Abbey Coachways Ltd, of Westbourne Road, Selby, to introduce seven new extended tours from Selby market place to various holiday destinations in Britain.

An objection to all seven of the destinations was made by Wallace Arnold Tours Ltd of Leeds.

The remaining six new excursions being sought were seven or eight-day tours from Selby to Newquay, Paignton, Bournemouth, Dunoon, Loch Ness and Central highlands and Largs and Southern Scotland.

The court was told that on July 3 1969 Abbey Coachways had been refused an application by the Yorkshire Traffic Commissioners for four extended tours. However, on an appeal the licence was granted and in 1970 the four tours, to Bude, Hastings, Southsea and the Isle of Wight were operated and received reasonable patronage.

It was said that the aim of the application was "to offer additional choice of destinations to the public" and that it was significant that like the first application only Wallace Arnold had lodged an objection. Since operating extended tours many private hire customers and holiday-makers taking those licence-extended tours had asked the company to introduce new destinations and it was said that those extended tours operated "went like a bombshell-, Wallace Arnold, which had objected to the application on the grounds that if granted the new services would lead to possible abstraction of passengers, told the Commissioners that as established operators in that area the company operated extended tours to all the areas applied for by Abbey Coachways. In one case Wallace Arnold even made use of the same hotel.
