Which of the following most accurately describes the problem?

r-r-IERE was no evidence of difficulty I or inconvenience caused by lack of transport, said Mr. R. Webb for the British Transport Commission, when he criticized an application by Traffic Distributors, Ltd., at Liverpool, on Tuesday. He was objecting to an application involving two new 4-ton A-licence vehicles which, it was proposed, should carry consignments for Fisher and Ludlow, Ltd., whose products include washing machines and refrigerators.

The distribution manager of Fisher and Ludlow, Mr. T. S. Marley, said that they had recently opened a new factory at Kirkby and in due course they were hoping to employ a staff of 1,500; there had been teething trouble and production was not as it should be, as they were six weeks behind with orders. They used the services of five road hauliers.

He told Mr. Webb that they were not interested in Contract A operation. If they had a contract with the applicants, they might as well buy their' own fleet.

In submission, 'Mr. Webb said that a prima fade case for additional transport had not been made out. Fisher and Ludlow wanted the vehicles in the future, not at present, and they should have produced figures of their past operation so that it could be seen just how much they had used the vehicles of Traffic Distributors.

The North Western Licensing Authority, Maj.-Gen. A. F. 3. Elmslie, granted one vehicle and added that if a similar application arose in the future the fullest operational details would be needed.
