FHE Council for Wales and Monmouthshire, in a report this week on ural transport problems in Wales, have riticized the division of the Principality nto two regions for traffic licensing iurposes. The Council have urged the Minister Or Housing, Local Government and Nelsh Affairs to 'constitute Wales and v1onmouthshire as a single tr'affic area, :nding the present division between the kluth Wales area (based on Cardiff) and he North Western area (based on Vlanchester). The report also recommends direct actvernment for bus services in rural Wales. This aid should be supplied

direct to unremunerative services which meet a genuine need, and be administered by the Traffic Commissioners. Tenderers offering to operate services due for withdrawal on the lowest subsidy would normally be allowed to have them. The report says the essential minimum object must be to maintain existing services as they are—even though these are inadequate. Members of the Council think, however, that any subsidy scheme should he regarded as strictly temporary, and be reviewed in seven to 10 years. • Unlike the Jack Committee, they feel that all outside financial help should come from the Exchequer. The Council call for the better coordination of train and bus timings and connections, and the use of transport generally in rural areas.
