Which of the following most accurately describes the problem?

Keywords : Harris, Milford Haven

MEI( YR TYDFIL-based Andrew Harris, trading as Pant Transport, has received authority for an additional operating centre in Milford Haven with a threevehicle/three-trailer increase on his licence.

Harris wanted to increase his licence so he could base two vehicles and two trailers at Milford Haven. He appeared before Welsh Traffic Commissioner David Dixon at a Cardiff public inquiry.

The TC was concerned about a possible connec lion with Tenby-based Enviroventure, whose licence had been revoked because of its poor maintenance record. Harris was sharing an operating centre with Diana Jones, the sister of Enviroventure's director Nening Jones. Earlier this year she was banned from holding a licence for three months because she had carried on operating after her firm, Waterloo Waste Management. had ceased to trade (CM 22 July).

For Harris,Michael Carless said vehicle maintenance was not an issue as there had been a satisfactory maintenance investigation in August. Harris had bought two vehicles from Diana Jones, who was subcontracting work to him. Harris was employing the drivers.

The TC said he had no problem in granting the two vehicles and two trailers at the additional operating centre. But he was still concerned about the arrangement with Diana Jones and he felt Harris should take legal advice. Carless undertook to advise Harris and to send a copy of that advice to the TC.
