Which of the following most accurately describes the problem?

• James Ham & Sons has decided to flag out part of its fleet to the Netherlands in a bid to save up to £200,000 a year in taxes. It has set up a company at flosterhout and is expected to register six of its 300 trucks there in December. Up to 50 could eventually go Dutch.

Managing director David Ham says the company will save around £4,000 per vehicle per year. "It is the last thing we want to do, but it will save money," he adds. At the end of the day this is a very highly competitive business and you have to look at anything to reduce costs."
