Which of the following most accurately describes the problem?

• The Driver & Vehicle Licensing Authority is reporting an increasing number of LGV drivers to the Traffic Areas despite moves to restrict proceedings against minor offences.

Traffic Area Offices confirm that they are spending an increasing amount of time con ducting driver conduct hearings following notification from the DVLA which adds penalty points on to licences.

This scotches a move by the Traffic Areas to cut down on hearings for minor offences by increasing the notification level from four points to six.

The number of driver conduct cases considered by Traffic Areas rose by more than 3,500 to 50,593 for the year to March, representing nearly 12% of the licences issued by the DVLA last year.

Eastern Traffic Commissioner Compton Boyd says this reflects the determination of the Commissioners to clamp down on drivers receiving licence points after warnings.
