Which of the following most accurately describes the problem?

We have operated six artics since obtaining an 0 licence five years ago. We bought a replacement tractor at the end of January and, after having a lift-axle fitted and the vehicle repainted, we put it on the road on 1 March. Our oldest tractor was taken off so that we did not operate more than the authorised six artics.

Two days after putting it on the road it was stopped by police for not having an operator's licence disc displayed.

We were in the process of completing the form to change vehicles on the licence and send the old disc back for changing. The police said we would be prosecuted for using the vehicle without an operator's licence.

We believe that when changing a vehicle an operator is allowed a month to surrender the disc for the old vehicle and obtain another for the replacement.

Is that the law or has it changed ?
