Which of the following most accurately describes the problem?

3 A forerunner to major changes in Customs clearance procedures at Dover, an important new learance document — C10 — is to be introduced next Tuesday, November 1. The introduction of C10 will be the first stage in the phasing-in of a computer-based import antrol system used nationally by HM Customs.

The one-stage processing of entries is expected to provide improved clearance time when Dmpared with present conventional systems.

C10 will replace most other entry forms being used now, the most important exception being the ne for transhipment cargo. But it has been emphasised that the introduction of CIO will, at least for a time, be more a case of familiarisation of the document than anything else.

There will be no basic changes in the procedure until March 31, 1978.

From April 1 next year, what is being called revised manual arrangements (second step towards the implementation of the new computer) will be introduced. From that time, SPE and Triplicate Entry facilities will be withdrawn.

Finally, on October 1, the changeover to the computerbased system will be complete as far as Dover is concerned, and all entries will be processed by computer.
