Which of the following most accurately describes the problem?

THE Transport Tribunal have upheld an

appeal by THC against a grant by the Yorkshire deputy LA to Jebson Motors Ltd., of Holmfirth, of an A licence for five vehicles— the applicant having surrendered a B licence (COMMERCIAL MOTOR October 14 1966).

Before the Tribunal, Miss E. Havers, for THC, submitted that there was a complete lack of evidence of need of the change. Mr. R. Yorke, for Jebson, agreed that the evidence had been sketchy.

The Tribunal took the view that the respondent's customers already had transport facilities in a satisfactory form for the greater part of their requirement. While they agreed that flexibility was desirable, this they felt could be provided for by simple variations in the condition attached to the B licence.
