Which of the following most accurately describes the problem?

STOCKTON-ON-TEES Corporation has de

cided to oppose any proposal that Tees-side's municipal bus services should be formed into an autonomous undertaking when the new Tees-side County Borough comes into operation. A joint report by the managers of Stockton and Middlesbrough corporation bus undertakings, and the manager of Tees-side Railless Traction Board, said it would be extremely valuable if the merged transport undertaking was self-contained.

The Mayor of Stockton (Councillor Creasey) urging that the buses should continue under local authority control, said he thought that some sort of subsidy for transport concerns was bound to come in the future and the service should be operated by the elected representatives of the people. and not by a body nominated by Whitehall.
