Which of the following most accurately describes the problem?

REASONS why the Government has decided that no case has yet been made for a new major liner terminal at Portbury (Bristol) or elsewhere are given in a paper* published on Monday by the Ministry of Transport.

The Portbury project, states the paper, required exceptionally heavy expenditure in relation to the amount of new port capacity to be provided--£27 million for nine new berths. Its economic justification required a higher rate of increase of cargo tonnage passing through the Port of Bristol than would be necessary in support of proposed developments at other principal ports. Even on the Port of Bristol Authority's optimistic forecast of traffic, the Portbury scheme showed a return somewhat less than the minimum normally applied.
