Which of the following most accurately describes the problem?

THE WITNESS WILL SUBMIT— (I) That the L.G.B. Committee should closely bear in mind that taxation of steam wagons and tractors is likely to be imposed, and to frame their recommendations on that basis.

(2) That any proposed closing of a road or a bridge for reconstruction or repair shall be subject to reference to a special committee of arbitrators to be nominated by the Road Board, and that the authority, company,. firm or person which (or who) is seeking temporarily to close a road or bridge shall be subject to such direction or contrcil, in respect of notice at the approaches and by advertisement or other adequate intimation of alternative routes, as that Special Committee may order from time to time, and that procedure for appeal by any user in respect of user of any bridge shall be made as simple as possible,

(3) That all heavy motorcars in existence at date of issue of new regulations shall be allowed to run out their lives, in accordance with the precedent of Article TV (5) of the 1904 Order.

( 0 That no water-supply authority shall be entitled, directly or indirectly, to refuse to supply water to steam wagons and tractors, subject to reasonable payments.

(5) That any new legislation shall necessarily confer upon county councils the same right to take over, reconstruct or repair private bridg6s as is already possessed by the Lancashire County Council, and that the obligation to take this authority in any new Private-bill legislation shall be recommended by the L.G.B. Committee to the Committees on Standing Orders of both Houses of Parliament.

(6) That any driver of a heavy motorcar who accidentally forgets to carry his licence, or who fails to renew the same for not more than seven days after its date of expiry, shall not, in view of the fact that the identity ot his employer is by law disclosed in the lettering on the heavy motorcar, be liable to be summoned or convicted, provided that on request by any police constable in uniform he furnishes his own correct name and address.

(7) That the holding of a licence to drive shall not be necessary for the steersman or saeond man on a steam-propelled wagon or tractor, provided the man who is driving holds a driver's licence.

(8) That inswept, hurdle-type lifeguards, of the pattern which is used by the London General Omnibus Co., Ltd., appear to be useful in congested areas, and that the compulsory use of lifeguards outside passenger services in such areas is neither necessary nor expedient.

(9) That there is strong objection to any legal r3quirenaent of splashguards, and that the rapid extension of waterproof roads will get rid of any nuisance which now at times arises.
