Which of the following most accurately describes the problem?

• Hauliers whose vehicles and drivers are involved in bridgebashing incidents will see their insurance premiums go up as a result, says rail network operator Railtrack.

Now RaiItrack is financially accountable for delays to lines from bridge and road closures resulting from bashing accidents and is passing costs on to the hauliers and their insurers.

Railtrack's southern zone production manager Mike Sowdon says stakes are becoming increasingly high with insurance companies having to face paying out millions if someone is killed. A bridge-bashing accident in Aldershot recently was so severe the total bill came to £202,000.

Last year there were 1,101 bridge-bashing incidents.
