Which of the following most accurately describes the problem?

• The London Waste Regulation Authority claims that it is the first waste authority to seize a vehicle for alleged flytipping.

Waste authorities were given the power to impound vehicles under the Control of Pollution (Amendment) Act 1989 in October. On 21 November traffic officers from Chadwell Heath and LWRA officers seized a 30-tonne tipper for 10 alleged fly tipping offences in Brent, Barnet and Haringey.

The incidents were witnessed by traffic officers and members of the public.

The tipper was impounded overnight until the driver, a London-based owner-driver, could prove that he was the owner and paid £48.20 for the cost of impounding. The tipper was then released.

It has not yet been decided if charges will be brought against the vehicle's owner: he claims that other people were driving it at the times of the alleged fly-tipping.
