Which of the following most accurately describes the problem?

Talking of "observers," it seems that while operators are in a will-it-won't-it state over tachographs, the truck makers have made their minds up. , Lucas-Kienzle reports an increasing demand for original equipment tachos from manufacturers intent on meeting the EEC January 1 deadline.

And the tacho men insist that the argument about it being impossible to fit new vehicles and dangerous-goods vehicles in time to kick off on January I just won't hold water : there are enough instruments and production capacity.

But until the DoE gets around to licensing the fitting/ calibration/ servicing stations, the actual implementation of the tacho law can't happen anyway.
