Which of the following most accurately describes the problem?

ALL essential raw materials in this country, except food and feeding stuffs, are controlled by the Ministry of Supply (Raw-Materials Department). It is pointed out that, in the interests of national economy, maximum recovery should be made from all such materials damaged by enemy action, whether they be the property of the Government or privately owned.

Therefore, in the event of any premises or property being damaged by enemy action and involving raw mateterial:—(1) Information should be given by telephone or telegram, and in as much detail as possible, to the Raw Materials Regional Officer, this being confirmed by letter the same day; (2) steps necessary to prevent further deterioration, possibly by removal to other shelter, should be taken immediately, as many materials may be damaged by exposure.
