WISBECH OPERATOR has received a formal warning from a traffic commissioner (TC) after failing to return the mandatory transport manager questionnaire East of England TC Richard Turfitt (right) also told Stephen George Homer that failure to respond to official correspondence in future would put his licence in jeopardy. The operator was called before the TC following a Vosa report into maintenance standards.

The agency visited Homer's premises after his vehicle was pulled over and issued with a safety critical prohibition notice for a fractured brake disc. An examiner also found shortcomings in his forward planning system and a failure to use a written driver defect reporting system in the past 12 months.

Turfitt examined the operator's failure to complete a transport manager questionnaire and provide details of the transport manager CPC holder who would satisfy the professional competence requirement on his licence.

He said Homer had failed to exercise continuous and effective management and his repute was tarnished. He is one of more than 3,500 operators that CM revealed on 22 November 2012 who did not return the transport manager questionnaire to Vosa. Hundreds more have since had their licences revoked.
